‘‘(b) MINORS.—Whoever knowingly embeds words or digital images into the source code of a website with the intent to deceive a minor into viewing material harmful to minors on the Internet shall be fined under this title and imprisoned for not more than 20 years.
‘‘(c) CONSTRUCTION.—For the purposes of this section, a word or digital image that clearly indicates the sexual content of the site, such as ‘sex’ or ‘porn’, is not misleading.
‘‘(d) DEFINITIONS.—As used in this section—HR 4472 EAS
‘‘(1) the terms ‘material that is harmful to minors’ and ‘sex’ have the meaning given such terms in section 2252B; and ‘‘(2) the term ‘source code’ means the combination of text and other characters comprising the content, both viewable and nonviewable, of a web page, including any website publishing language, programming language, protocol or functional content, as well as any successor languages or protocols.’’.
(b) TABLE OF SECTIONS.—The table of sections for chapter 110 of title 18, United States Code, is amended by inserting after the item relating to section 2252B the following:
‘‘2252C. Misleading words or digital images on the Internet.’’.
So, what does this bill outlaw? You can’t put prank links to Goatse anymore, because they decieve people into viewing obscenity. (Clarification: This goes for everyone, not just minors!) More importantly, you can’t link to erotic art on a website that minors might read without explicitly explaining its erotic nature. So, if I were to link to, say, the anime image database Danbooru, that would be totally illegal because I didn’t tell you what sort of pictures you might find there. Which I won’t, because if the government forces me to do something like that it is clearly infringing on my right to free speech.
By the way, “harmful to minors” is defined as something that minors would find interesting but their parents would not like them seeing. Google 2252B if you don’t believe me. Therein, quite literally, is the nanny state.

This bill is not just about “protecting” children (I take offense to the claim that teenagers need to be protected from reality, but that’s beside the point). It outlaws linking to obscenity without explanation, no matter who you’re giving the link to.

it’s not about the children. Not everything is about the children. This is about censoring what people may post.
If you simply link a url without explaining it, someone asshat that clicks on it without understanding the risk could have you sent to jail for 10 years.
I personally don’t want to be protected this way. In protecting people from risk, the government limits what you can do.
What if the only way to enforce such as this were to employee licensed editors? Nothing could be viewed on the net until it was inspected and approved. Changes would have to go through approval again. Allowing something through would get the editor fined or jailed.
That’s where this sort of thing eventually leads.
If parents don’t want to risk their babies seeing bad things on the net, they shouldn’t allow their babies to play on the net unsupervised. The net wasn’t created to entertain 8 year olds. It was created to pass porn around college campuses.

goatse was only misleading the **first** time I clicked on it. Having seen it I suspect it constitutes scientific merit.
The troublesome part to me is the egregious jail time. As a taxpayer I will clothe and feed somebody over this? Why not just fine them? That’s revenue. Actual child abuse probably has a less harsh penalty than this.

NEW YORK (CNN) — With upraised right hand and left hand on the Bible, each of our presidents, from George Washington to George W. Bush, has solemnly sworn to “preserve, protect and defend” the Constitution of the United States.
The American Bar Association claims President Bush has violated that oath by issuing hundreds of “signing statements” to disregard selected provisions of the laws that Congress passed and he signed.
A bipartisan, 11-member panel of the ABA found that President Bush is not only disregarding laws but using such signing statements far more than any president in history. In fact, Bush has used signing statements to raise constitutional objections to more than 800 provisions in more than 100 laws. All of the presidents combined before 2001 had issued only 600.
The ABA asserts that signing statements cannot be a substitute for a presidential veto and that such an assertion of presidential power amounts to a line-item veto, which the Supreme Court already has ruled unconstitutional.
The matter will likely be resolved in court. But it stands as a metaphor for a 21st century America that is no longer secure in the claim to be a nation of laws.

Trusted traveler toll road system means government will decide if, where you travel

US citizens will be forced to adopt a de-facto national identification card and have their freedom of mobility defined by behavioural fielty to the government under proposals set to derive from NAFTA superhighway toll road systems and the implementation of the American Union.
Existing toll road systems operational at US borders such as SENTRI/NEXUS and the FAST program mandate that passing vehicles are enrolled in RFID passive tracking and identification programs linked to central databases.
The open plan to merge the US with Mexico and Canada and create a Pan American Union networked by a NAFTA Super Highway has long been a Globalist brainchild but its very real and prescient implementation on behalf of the Council on Foreign Relations has recently come under bright spotlight.

FEMA bans reporters from Katrina victims

Federal officials are preventing Hurricane Katrina victims in government trailer parks from being interviewed by the media unless a FEMA agent is present at all times.
The rule is coming under heavy fire from Louisiana’s congressional delegation who are blasting the policy as absurd and outrageous.
“How in the world can you stop someone in their home from talking to whomever they want?” Rep. Bobby Jindal, R-Kenner, asked the Baton Rouge Advocate. “It’s a freedom of speech issue; it’s a freedom of association issue.”
Jindal was reacting to an incident the paper reported July 15, where a reporter and photographer were ordered off a Federal Emergency Management Agency-operated trailer park in Morgan City, La.
The journalists were invited to a trailer by resident Dekotha Devall and her family. But during the interview, the news team was ordered by a security guard to leave.
When the reporter tried giving a business card to Devall, the security guard called police, saying such an act was forbidden.
The guard also told another resident, Pansy Ardeneaux, she was not permitted to speak to reporters through a chain-link fence at the park and ordered her back to her trailer.
Upon learning of the incident, FEMA officials said media had to be escorted at all times by members of the agency.
“If a resident invites the media to the trailer, they have to be escorted by a FEMA representative who sits in on the interview,” FEMA spokeswoman Rachel Rodi told the Advocate. “That’s just policy.”
FEMA says it’s not allowing media easy access to its trailer parks in order to “protect the privacy” of those dwelling there.
Jindal calls such a policy ridiculous.
“FEMA just strikes you as a bureaucracy that’s out of control,” the congressman said. “You don’t lose your fundamental rights just because you’re living in temporary housing. It’s an outrageous pattern of behavior.”
“To try and defend the behavior and say that was FEMA policy added insult to injury,” Jindal added. “FEMA should have apologized and tried to rectify the situation.”
Other members of Congress are stunned.
“These people are not incarcerated; they’re not crooks,” said Rep. Charlie Melancon, D-Napoleonville. “There’s no reason why the press or anyone else shouldn’t be able to talk to these folks if they want to talk.”
Rep. Charles W. Boustany, R-Lafayette, noted, “This seems to be a clear case of arrogance coupled with incompetence and that’ s not a good combination. I don’t think the heavy hand of government should be telling people what they can and can’t do in that regard.”
The Society of Professional Journalists has already sent a complaint to FEMA Director David R. Paulison. It was signed by SPJ president David E. Carlson and Charles N. Davis, co-chair of the Freedom of Information Committee.
“On behalf of the Society of Professional Journalists, we are writing to express outrage at the treatment given to residents of FEMA parks in Louisiana and the journalists trying to report their stories,” the two wrote.
“We are outraged by the arrogance and contempt for public discourse on display in Louisiana, a year after FEMA’s performance in the wake of Katrina earned it widespread criticism,” the letter states. “Now FEMA is banning reporters from public property as reporters try to provide scrutiny of the agency.
“We fail to see how such journalism is anything but the very sort of newsgathering for which the First Amendment was created,” the letter says.
The message requests FEMA evaluate “the constitutionality of any policy that dictates when and how those affected by FEMA’s work may speak to the press.”
It concludes, “Receipt of FEMA aid should not mean that citizens leave their constitutional rights behind.”

Which they have been known to do. If you do a Google search for “Power Puff Girls,” for example, you shouldn’t get disguised links to Hustler in your results.

I think the main thing here is the term “Harmful to Minors”. Who are they to decide what is harmful to minors? Why is sex so bad while we encourage violence? How come in other countries (Europe, specifically) show sexually related content to children and limit violent content and magically, their children are generally more stable than US Children (IE, how many times have you seen a Dutch or French school being shot up by its kids). Maybe we need to re-examine the puritical values of this country that state watching someone get shot in the head for entertainment is OK, but don’t you dare show a woman’s ‘woo woo’ – because obviously that will scar a child for life. US requests to send two more planes carrying bombs and missiles to Israel via Britain in the next fortnight would probably be approved, The Times newspaper reported in London today.
The story follows criticism by British Foreign Secretary Margaret Beckett of reported stopovers in Scotland of US planes carrying munitions for Israel.
Britain’s Daily Telegraph newspaper said two chartered Airbus A310 cargo planes laden with GBU-28 bombs landed at Scotland’s Prestwick airport over the weekend for refuelling and a crew rest on the way to Israel.
Ms Beckett said that she had raised the report with US Secretary of State Condoleezza Rice and would issue a formal complaint to Washington if the report was found to be true.
The planes that landed at Prestwick had been designated “civilian flights” and US officials had failed to notify British authorities of their hazardous contents, The Times said.
It said that the diplomatic row was more about procedure than principle, and quoted an unnamed senior government official saying flights through Prestwick “will be allowed to continue”.

Soldiers say they were ordered to kill young Iraqi men
‘Four U.S. soldiers accused of murdering suspected insurgents during a raid in Iraq said they were under orders to “kill all military age males,” according to sworn statements obtained by The Associated Press.
The soldiers first took some of the men into custody because they were using two women and a toddler as human shields. They shot three of the men after the women and child were safe and say the men attacked them.
“The ROE (rule of engagement) was to kill all military age males on Objective Murray,” Staff Sgt. Raymond L. Girouard told investigators, referring to the target by its code name.’

Ehud Barak not to attack Beirut when Israel faced attacks by Hezbollah units. Instead, Sagi, Barak, and Prime Minister Yitzhak Rabin decided the best course of action was to open up discreet negotiations with both Hezbollah and Syria to defuse the crisis. The policy of secret Israeli talks with Hezbollah through Syria continued until Rabin’s assassination by a right-wing Israeli extremist and the policy was personally supported by President Bill Clinton.

On January 28, 2003, amid the furor of the impending war with Iraq the British press briefly reported on Operation Ore, the most thorough and comprehensive police investigation of crimes against children before being squashed by the Blair government. Besides implicating Rock guitarist Peter Townsend of the Who, the report claimed that senior members of Tony Blair’s government were being investigated for pedophilia and the “enjoyment” of child-sex pornography. With the investigation reaching to senior members of his Government, Blair declared a news blackout on the story.
Moreover, the British report was not the first such case reported. In fact, it followed on the heels of a report from Portugal. On November 27, 2002, the press reported a scandal of pedophile ring run from a state orphanage. The Guardian reported that the scandal threatened to engulf diplomats, media personalities and senior politicians. Photographs of senior government officials with young boys from Lisbon’s Casa Pia orphanage were among the evidence. More shocking however, were the revelations that systematic sexual abuse of children at the home had allegedly been going on for more than 20 years and had been known to police and other authorities for most of that time.
On January 14, 2002, Insight Magazine reported the charges leveled by Ben Johnson against his employer Dyncorp, a major defense contractor. Johnson charged that officials and employees of Dyncorp were engaging in perverse, illegal and inhumane behavior and were purchasing illegal weapons, women, forged passports and participating in other immoral acts. Johnson had witnessed his supervisors and fellow employees buying 12- to 15-year-olds as sex slaves.
While prostitution is the world’s oldest profession, the global sex trade is big business. The impact of illegal immigrant traffic in Canada is estimated at between $120 million to $400 million per year accounting for approximately 8,000 to 16,000 people arriving in Canada per year illegally. The estimate is from Organized Crime Impact Study, prepared for the Solicitor General of Canada. The majority of the illegal immigrants are forced into prostitution and come from Vietnam and China. The Saudi Arabian Government continues to refuse to sign the United Nation’s treaty on slavery and extradition treaties. There have been several incidents in the past where the media has reported a slave of a Saudi prince brought into the United States escaped. The State Department then intervenes and returns the escaped slave to the Saudi prince and the incident forgotten. The State Department exempts the Saudi princes from normal custom procedures. A child slave bought by a Saudi prince can be delivered to his plane and allowed to depart without the required passport for the child. One fortunate victim that became entangled in the Mid East sex ring was the former Miss USA Shannon Marketic. She had been lured to Brunei by what she believed was legitimate modeling work. Being a high profile case she was returned to the United States and filed suit. The former Miss USA lost her lawsuit as the State department granted immunity to her abductors.

They indeed may have been lucky for there is a much more sinister side to child molestation. In fact, it is undoubtedly the most macabre and hideous aspect to evolve out of the United States use of Nazi scientists, the CIA’s Project MK-ULTRA. This grotesque project of ghastly experiments in mind control evolved out of earlier CIA projects in search for a truth serum. The roots for such a project date back to the wartime OSS search for a truth serum. During the war, the OSS began a search for a truth serum to use on captured U-boat prisoners. The experiments were limited and the only drug they found to produce desirable results was cannabis. According to author Anthony Cave Brown in the Last Hero, the experiments were limited to testing on one person. Additionally Dr. George Estabrooks of Colgate University carried out experiments paralleling the Nazis brain washing methods by drugs and hypnosis. Estabrooks connections with the army, CID, FBI and other agencies are still shrouded in secrecy. However, it seems that the doctor could not help but talk about his experiments occasionally and what is know of
his work comes from his loose tongue.
During the war, the allies had captured documents in the Nazis experiments on inmates of Dachau with mescaline and other psychedelics in a search for a truth serum. The doctor in charge of the Dachau experiments was Dr. Hubertus Strughold. Strughold was also involved in barbaric high altitude experiments on inmates of Dachau. Strughold was brought to the United States under the Project Paperclip and became America’s father of space medicine. His use of mind-altering drugs on inmates provided the foundation for the CIA’s research into truth serums and mind control.
The United States first foray into truth serums started in 1947 as Project CHATTER initiated by the navy. The project was terminated in 1953. In 1949, at the Edgewood Arsenal the CIA began project Bluebird using Nazi scientists to find a truth serum. Project Bluebird evolved into Project Artichoke and eventually into MK-Ultra. MK-UTRA was much larger in focusing on mind control and the means to achieve it was not limited to drugs and psychedelics. MK-ULTRA experiments including using hypnosis, lobotomy, electroshock, sensory deprivation, ESP, and drugs experiments in hypnosis, lobotomy, electroshock, sensory deprivation, ESP, drugs and sexual abuse.
Ironically, the CIA’s first widespread use of sex came from a program to blackmail United States politicians conducted by Edwin Wilson. The political targets were enticed to live out their sexual fantasies in the flesh. With hidden cameras ready the unsuspecting politician would be filmed, which would later be used to blackmail him into supporting the agency’s projects and views. Wilson’s skill in these matters dated back to the early 1950s, when he took over a network of homosexual and pedophile rings from CIA asset and McCarthy Committee counsel Roy Cohn.
While MK-ULTRA focused primarily on the use of drugs for mind control other CIA projects evolved to use trauma to induce control or the victim’s mind such as Project Monarch. Project Monarch officially began in the early 1960s, although unofficially at a much earlier date. Monarch may have evolved out of MK-SEARCH subprojects such as SPELLBINDER, which was a program to create the Manchurian candidate or sleeper assassins that could be activated with code words.
MK-ULTRA still remains classified as top secret. Officially, the CIA refuses to acknowledge it. In the aftermath of Watergate, the CIA released voluminous documents under the Freedom of Information act on MK-ULTRA and other projects. Several good books soon followed the release. Perhaps, the closest admission of the program came in an interview of William Colby by Anton Chaitkin of the New Federalist. When directly asked what about MONARCH, Colby angry replied “We stopped that between the late 1960’s and the early 1970’s.” Knowledge of Project MONARCH comes from its victims. The first to surface was Candy Jones, a model with the birth name of Jessica Wilcox. Jones apparently fit the physiological profile as to be one of the initial experiments of MK-ULTRA. Her story was told in the book The Control of Candy Jones.
The most publicized case is the story of Cathy O’Brien told in the book TRANCE Formation of America: The True Life Story of a ClA Slave. O’Brien is the only vocal and recovered survivor. Like many others, Cathy was introduced to the program by her perverted father. Cathy covers an almost unbelievable array of conspiratorial crime: forced prostitution (white slavery) with those in the upper echelons of world politics, covert assignments as a “drug mule” and courier. Another survivor, Paul Bonaci who survived two decades of torture under Project MONARCH has disclosed strong corroborating evidence of wide-scale crimes and corruption from the municipal/state level all the way up to the White House. He has testified about sexually abused males selected from Boy’s Town in Nebraska and taken to nearby Offutt AFB. At Offutt, they were subjected to intense MONARCH programming, directed mainly by Commander Bill Plemmons and former Lt. Col. Michael Aquino.

Machine Vote-Flipping Claimed in McKinney Primary

(APN) ATLANTA –”You’ve got electronic voting machines. Many people called in and shared their concern. They pushed the button for Cynthia McKinney and Hank Johnson came up. It wasn’t one time, it wasn’t two times, it was many, many times,” Karen Fitzpatrick, who has been monitoring elections for US Rep. McKinney’s re-election campaign, told Atlanta Progressive News in an exclusive interview.
Let me repeat: The McKinney Campaign says they have documented complaints of voters here in Georgia whose votes FLIPPED BEFORE THEIR VERY EYES on Diebold machines.
“It started early this morning. There were well over 25 to 30 calls that came in [to the campaign office]. Many of them went to the poll manager [after this happened]. In some cases, the poll managers said there’s nothing we can do. In some cases the voter left frustrated as if their vote had been compromised, as if it had been stolen,” Fitzpatrick said.
And many voters hadn’t even selected the “cast ballot” button yet, when they were told it was already too late, Fitzpatrick said.
“I believe that was their instructions. There’s no question in my mind they were following instructions,” from the Elections Division under Cathy Cox, she said.
“The zero results report didn’t come up zero on many precincts today. Whenever it doesn’t come out a zero, that means votes didn’t get counted,” Fitzpatrick said.
McKinney’s campaign showed APN a stack of affidavits from who they say are traumatized voters. APN hopes to interview some of these voters very soon and bring you the details.
Meanwhile, Cindy Sheehan and Medea Benjamin talked exclusively with APN. The renowned activists both flew into Atlanta especially for the McKinney campaign’s primary celebration. Sheehan told APN she hasn’t ruled out running for Congress in the future in California.
But the celebration ended up only partially a celebration in fact. McKinney had the majority of the vote, but not enough to avoid a runoff race against Mr. Hank Johnson.
“I don’t believe the results,” Fitzpatrick said, adding she expected to see problems with electronic voting and other aspects of the elections process, but didn’t expect McKinney would end up in a runoff race.

“With automated voting, you’re entrusting what you put on a ballot will be encoded [properly],” Fitzpatrick said.
The many programming insecurities in electronic voting have been covered extensively previously, including an extensive study recently by the Brennan Center.
“It doesn’t take much to say, Every tenth voter, I want you to do this with Cynthia’s vote,” Fitzpatrick said.
McKinney’s campaign has reported a volume of elections irregularities. “We had so many failures,” she said. There are situations where people got the wrong party ballot, of Democrats who received Republican ballots.

I think that maybe to make things easier for all we should just put a TV like rating next to it exp. TV-14, TV-G. Maybe something like WS-14, WS-R WS for website. If they did this you would be able to put a controll on the TV and the computer.
